Question Oculus Quest 2 Java IO Exception with YouTube DL Video Player - Error 13

While trying to utilize the YouTube DL Video Player with Oculus Quest 2, I am getting a Java IO Exception saying Cannot Open Program, looks like it is in the persistent data path. It says Error 13 - permission denied. I figured it was an Android 10 thing, since Quest 2 runs on Android 10 so I tried multiple fixes including adding requestlegacyexternalstorage to true in the Manifest, and also targeting SDK 28. Nothing has fixed the issue thus far. I contacted the developer, Evereal, and he isn't sure what's going on either.
