Bug not able to get license activated

unity hub version:Version 3.0.1 (3.0.1)

Downgraded to 2.3, everything works fine.

Deleted 2.3 and installed new 3.0.1, things are broken.
1. Not able to do manual activations either since activation request files can not get saved with an error message.
2. can not get personal license with the most common error message in this forum asking me to try again.
3. switched production/beta channel, nothing happens. I waited 10mins, no pop up to tell me to restart, but it do say 3.0.1-beta is available, and once i click restart, the software will never get open again with error message like the software is broken.

Any solution to this? So annoying.
