None of the terrain painting/sculpting tools are working!!

I have never had this issue before...so not sure how to fix this.. http://www.pasteall.org/pic/show.php?id=92003

There is no longer a brush ..its just a square that can get bigger and smaller... each setting I click on its still a square... even for painting..

Current Unity version: 5.1.2f1 Personal

I tried completely un-installing Unity..then re-installing Unity
I also tried rolling back a few times to Unity 5.0.0
I also tried a fresh project...nothing in it at all default

 

I've had it happen too. Not sure if it's still that way on my setup though because I haven't touched terrains in awhile.

 

I have terrain generation tools...but I wanted to edit the generated terrain a little...and then ran into this issue...

 

No one? ...no dev response either?...wtf... my progress is being halted because this issue isn't going away...and I cant find a fix for it..
