No Scene View Axis Controls

I'm having a strange problem when trying to select and move objects in the perspective view. some objects in the hierarchy will let me move them in the scene and others won't and I have updated to the latest version.

In this screenshot, I'm selecting a cube and axis controls let me move it just fine.


In this screenshot, I am selecting a camera and there is no way to move it in the viewport.


here is another example where I select an object and am forced to move it using Transform in the Inspector.


same thing with the spotlight.

 

Sanders dont update in the viewport.

 

How do i turn on aria, point, and spotlight shape ray gizmos UI in the viewport I'm having a hard time seeing where I want the lights just by how they affect the environment. i like knowing their shape in 3d places.
