No intellisense in Visual Studio

So I have recently come back to Unity after a few years out of developing (games, at least), Brand new Win10 PC install only things installed are JRE and JDK (latest), Unity Hub, Notepad++ and Intellij

Was expecting to come back to Unity, fall into monodevelop and away I'd go. Mono worked great, last time I used Unity the installer installed mono + option for VS from what I remember! I never bothered with VS just stuck to Mono...

I open VS with my latest clean build and get the following error:


I've attempted to download the latest targeting pack and it says its not supported on my OS so I try skipping the whole thing and selecting the first option - I get no intellisense/autocomplete at all.

Any ideas? I'm currently wondering how hard it would be to pull the old version of Mono from my old HDD would be
