No GPU use by editor and DWM.exe is using high amount

    Hi,
    warning error on opening project.
    <<d3d12: Profiler is enabled, but stable power state is not. GPU timing errors are expected.>>

    GPU is using by dwm.exe instead of Unity editor on simple scene and FPS is very low.

    I tried on two similar system, GTX 2060, i7 3770, and other with GTX1071ti same issue.

    All drivers and setting using latest, Test on all version 2019 and 2020.

    When using DX11 editor is using GPU( but no raytracing possible), problem is when using DX12.

    Any help??
