Need your opinions on making my city have different terrain heights

    Hi all,
    I am making a car game, and the car drives around a cartoon town.

    What is the best way to add some depth and hills to the ground layer? Which I am making manually for each level.

    Do I just use a terrain object and somehow add a concrete/road texture over the top?

    Does the painting tool even make that a viable option?

    Is there some way to use a tilemap with depth instead?

    3d game btw.
