It's quite possible, and depending on the level of detail required and available reference and/or data I'm super confident that my dev team and I could do it inside a month. Someone learning the tools as they go, though? I wouldn't count on it.
well, with no scripting, how does this sound. model your campus, inside and out, put your routes on textures, maybe build the ceilings separate and deactivate them when flyover with camera object... or possibly... model your campus, and put in a fps prefab from standard assets with two joysticks on the screen, possibly with gravity off for fly through...
