    1st an RTS game as first game can be a nightmare if you have no programming experience.
    2nd making it android will just make the matter worse. You will need to highly optimise if your game will have 100s of units moving here and there and don't forget about the controls ;)

    Unless you have a budget of million dollars or you're very lucky or you want some experience, don't bother making a mobile app.
    Most the time is going to be spent optimizing the app to run smoothly on as many android devices as possible.
