Question my unity licence doesn't work I'm new wanting to make avatars on vr chat

every time i go on unity hub and i try to make a project i go to make a personal licence and it says "There was a problem activating a new personal license. Make sure you are logged in, and have internet connection." even though i have logged in and connected to a secure network. I'm new and do not understand why this doesn't work can someone explain please
