Question My tile palette is not working

Hello, I am new to game development and want to make a 2D game, however I have gotten my self stuck on the tile palette. I have made the art on asprite and I have set the tile map to the right dimensions and have followed 6 tutorial exactly how they have done it, however when they click on "create a new palette" then they make a file and save it, it works, however when I created a file and saved it in that file exactly how the tutorial did it, it dose not work, and it is asks me to create a new palette and I am unsure why it is not working for me. I saved the tile palette in a new file I named tile palette and on the creater section of the pallet I changed the name to tutorial before creating. If anyone can help me I would very much appreciate it.
