Multiplayer Server connection with IPs

    I am looking to make a game that will be multiplayer. What I'd like to do is have the possibility to host a LAN multiplayer session that people can join(I know there are already many tutorials on how to do this. They are great. ), but I would also like to give the option to people to set up a server that people can join from outside their own network. (à la Minecraft I guess. One PC has a console screen that houses the server and other people connect to it)

    Two questions:
    1. If I wanted to do things this way, how would I go about learning to do this? (I am having trouble finding any tutorials that don't deal with LAN)
    2. Might there be a better way than what I already know if hypothetically I still wanted to have a PC be dedicated to hosting the server for others to join?
