MSB3774: Could not find SDK "Microsoft.VCLibs, Version=14.0".

    Unity 2018.2.21f1
    Visual Studio 2017 and installed "everything".
    Installed vc_uwpdesktop.140.exe

    Installed VS 2015 Update 3 with everything too.

    By everything I mean all C# and C++ related libraries, SDK's everything. I tried to go slim but nothing was working.

    I just did an export to VS2015 that was freshly installed. Same error. Nothing is working to Windows UWP builds.

    2>C:\Program Files (x86)\MSBuild\14.0\bin\Microsoft.Common.CurrentVersion.targets(2049,5): error MSB3774: Could not find SDK "Microsoft.VCLibs, Version=14.0".
