Video MP4 not working on android

I made a TV model in 3ds max with simple plane as screen, import it to unity 2019.2.0f1 and simply drag the mp4 video clip to the plane and its work great in play mode. when I build an APK file for android and run the app in my phone I get black screen but the sound working good. last time I did it with unity 2018 I didn't have this problem. is anyone know how to solve this issue? thanks/
