Mouse resizing cursor doesn't show in standalone build

    When running the Windows standalone player (with Resizable Window checked), although you can still resize the window properly, the resizing cursor (that double sided arrow) doesn't show at all.

    Version 2017.3.1p4, build with an empty (newly created) project, Windows 10.0.16299.309


    More info:

    It doesn't matter whether you start the program in windowed mode, or in fullscreen then switched to windowed.

    Start with windowed mode, the resizing cursor actually shows properly while in the default "Made with Unity" Splash Screen. But after the scene shows up, cursor goes to default.

    If the "Run in Background" is unchecked, alt+tab to other program then back will make the resizing cursor works again, and it will keep working; If it's checked, no matter what you do, it's gone forever.

    Is there an update or open issue on this? Getting the exact same behavior with 2019.4.16f1.
