Most people cannot download the game because of API 29

    I made a small game and built it with API 29 (android 10) and upload it to google play store. I can download it with my android 10 phone but most of my friends cannot download it because their devices is less then android 10. However , they can download other new games. Shouldn't other games be produced at API29 level? Can anyone share their knowledge with me?
