Resolved Mixamo imported FBX has broken 0 rotation pose (marthon-envs broken character)

So the issue in particular was related more to animation/rigging however, since it stemed from the marathon-evs ML-Agents project I though it would be helpful to post the link to the solution here just in case anyone else is looking for it in this forum.
