But in the "Welcome to Documentation section" @andeeeee says to "offer any thoughts about areas of the docs that could be improved". So should I post my question here, or bug report?

You should use the bug reporter app to report documentation bugs. This section would be for general discussion about areas that could be improved, not bug reports, which still need to go through the usual system.

Actually, Daniel is right - it's OK to post bug reports here. The reason I would recommend doing so is that we often get bug reports for specific instances of a general problem. For example, people report individual broken links with the bug reporter but we are using a link checker to get rid of these systematically now. It takes time to resolve all such bug cases individually but if you post the bug on the forum, we can state quickly and publicly when we are tackling the problem as a whole. In the case of the out parameters, it's a doc infrastructure problem; as it happens, we already have a bug case for it.
