A lot of the time, new users who join the forums post random/nonsensical polls in their threads, and I believe the reason for that is partially because of how the create-a-thread form looks:

It isn't indicated nor implied anywhere that polls are optional. The poll-related fields are just simply added underneath the rest of the form fields and do not appear distinct.
This gives off the impression to some users that they must fill out these fields in order to post a thread.
The header above stating "Post a Poll" might reinforce that as well. Perhaps it should say "Include a Poll", which sounds more like it's an option, rather than a requirement.

Taking it a step further, maybe the poll header should also include a checkbox that enables/disables the poll-related form fields to clearly indicate that they are not required to create a thread.
    For example:
    create-thread-poll-disabled.png
    create-thread-poll-enabled.png
Hopefully something like this would reduce confusion and the number of threads containing unnecessary polls.
