We've come across an issue where our projects were created under the "wrong" organization. Our Studio Plan subscription is not under the organization that the projects were. Is there a way to migrate our projects from one Organization to another? Or alternatively, migrate our Studio subscription to the other organization? I suppose we could go through and migrate them manually if needed, but would prefer not to.

The only way to transfer a project from one org to another is to visit: https://developer.cloud.unity3d.com. You can find the project in the list, then on the details page there is a "transfer project" section toward the bottom. I think you need to be an owner in both the organization you are transferring from and the organization you are transferring to.

Note, that this transfer will take effect across all services, not just Cloud Build.

Thanks! However, I'm an owner of both organization's and receive the following error when trying to transfer the projects.

Unable to transfer project to another organization. (423)

Is it possibly because the two organizations were created under different accounts?

Ah nvm, it was because Ads was enabled and transfer doesn't work if that's the case... I'll just have to re-create them.

If adds have been enabled on a project, is recreating it the only way to change the organization?

From what I've found elsewhere, yes. Enabling ads "locks" the project into that organization.
