    Manual install SDK & NDK tools in Unity 2019.1.0f2

    Download the following files from internet:

    android-ndk-r16b-windows-x86_64.zip
    build-tools_r28.0.3-windows.zip
    platform-28_r06.zip
    platform-tools_r28.0.1-windows.zip
    sdk-tools-windows-4333796.zip


    Asuming Unity is installed in folder "C:\Program Files\Unity", this location may vary.

    Create the following folders:

    C:\Program Files\Unity\Editor\Data\PlaybackEngines\NDK
    C:\Program Files\Unity\Editor\Data\PlaybackEngines\SDK\build-tools\28.0.3
    C:\Program Files\Unity\Editor\Data\PlaybackEngines\SDK\platforms\android-28
    C:\Program Files\Unity\Editor\Data\PlaybackEngines\SDK\platform-tools
    C:\Program Files\Unity\Editor\Data\PlaybackEngines\SDK\tools

    Uncompress the files in the zip files on their corresponding folders:

    Unzip the files from the "android-ndk-r16b" folder in "android-ndk-r16b-windows-x86_64.zip" on the folder "C:\Program Files\Unity\Editor\Data\PlaybackEngines\NDK".

    Unzip the files from the "android-9" folder in "build-tools_r28.0.3-windows.zip" on the folder "C:\Program Files\Unity\Editor\Data\PlaybackEngines\SDK\build-tools\28.0.3".

    Unzip the files from the "android-9" folder in "platform-28_r06.zip" on the folder "C:\Program Files\Unity\Editor\Data\PlaybackEngines\SDK\platforms\android-28".

    Unzip the files from the "platform-tools" folder in "platform-tools_r28.0.1-windows.zip" on the folder "C:\Program Files\Unity\Editor\Data\PlaybackEngines\SDK\platform-tools".

    Unzip the files from the "tools" folder in "sdk-tools-windows-4333796.zip" on the folder "C:\Program Files\Unity\Editor\Data\PlaybackEngines\SDK\tools".

    Ready.
