What to do ?

 

Delete BuildTools 32 from your android sdk(unity's -> you can find it from preferences -> External tools) folder and try again.

1. First make sure you have Java1.8 JDK installed and referred (from Android Studio or Unity), not more or less. From the errors it looked like somewhere 1.7 is being used.
2. 2017 unity is pretty old to build now. If possible upgrade to at-least 2018.4 LTS. I can't even run 2017 on my system to do a quick test.

Make sure NDK is set properly.

 

I got this error. Fixed by deleting all installed versions of Unity, then re-installing only the version needed.

I also went to my Android SDK folder and deleted newer build tools versions (past v30) - that may or may not have helped.

 

I have experienced this same issue many times and took me days to figure out the fix. Recently I just experienced this problem and have came up with a fix! Firstly uninstall and re-install the current unity editor completely by deleting it from ProgramFiles/Unity/Hub/Editor/YOUR_EDITOR_VERSION. Next I re-installed the same editor (MAKE SURE YOU SELECT ANDROID SDK, NDK AND JDK). Then delete your .gradle folder in Users/YOUR_NAME. I then deleted my Plugins folder in the assets of my project. Finally set JAVA_HOME variable to your unity editor OpenJDK location like this: ProgramFiles/Unity/Hub/Editor/YOUR_EDITOR_VERSION/Editor/Data/PlaybackEngines/AndroidPlayer/OpenJDK
After that restart your PC and run unity and when you build there should be no errors!

Also need the Target level SDK installed. Look in your Editor Version folder here:
