Question Making HDRP lights important, and disregard camera occlusion

    How do you set a scenes real-time lights to important so that they always stay on regardless of quality settings or camera fulcrum. I would like to control this with proxy volumes instead. I have been experiencing lights turning on and off. I have tried adjusting the maximum scene lights in the quality settings but that has had no effect. Anyways I would like manual control over enable and disabling my scenes lighting. Also I am only using GI not enlighten or baked light maps.
