Let's say a GPP creates the prefab for a GPE, before giving it to the level designer for use in the level.

It may happen that the level designer applies modifications to the parent by mistake, breaking the GPE in multiple places.

A nice way to prevent that would be a simple checkbox in the prefab, designating it as a "template", or a prefab you can't apply changes from instances or variants. The designer could still edit the prefab if they clicked on "Edit Prefab", but that's significantly more obvious and thus harder to do by mistake. It could be made even harder by removing the arrow leading to the prefab edition in the hierarchy window.
