You can develop the game on the windows machine, but you'll need a mac with XCode to build for iOS devices.

Technically it is possible to build for iOS under windows, but that will be a lot of hassle and require a lot of third party tools etc..

Unity would export an Xcode project regardless if you're using C# or Js. Then you need to open the project in Xcode and then export it into suitable format. Or export it directly into your iDevice.

The problem is that you need a MacBook with Xcode installed. And you need to play for a developer license which costs $100.

You don't need Unity Pro in order to export to iOS devices. UT has made all engine features for free as well as all platforms.
The only thing you need to pay for is a developer license (if you already own a MacBook).

Its free on Unity's end but you will still need to own from Apple:
    - A Macbook/Mac/Something with OSX on it.
    - Xcode
    - Device to build to (iPhone/iPad)
    - An Apple Developer License (Which costs $99 a year)
