Local Install server solution for iOS apps? Instructional environment?

I am wondering what pipelines people use for Instructional publishing of ipa files? I have clients DoD and educational institutions that are eager to implement our tech but want it to be managed and installed behine their infrastructure. Eg. Use Case => Instructor comes to client secure site... has a laptop running an install server for a enterprise app. Users have devices accessing local wifi... they goto a url in the intranet and install like a standard ipa.

I have used Apperian and other Enterprise Publishing methods for iOS, but I am now getting requests for local install servers due to security at schools, academies and other closed network installations.
