Hello I just got Unity a week ago and for some reason I can't start a new project. After clicking new project, a loading window appears saying "resolving project templates" but it doesn't progress. (There's an image attached of the loading window)
I've searched on google about this and haven't found an answer yet. The version is 2018.2.13 but the problem persisted on an older version, 2018.2.11. I've tried updating my drivers and no change.
My computer shoudn't be a problem, I've seen much worse computers running Unity, with the same version.
    Could anybody help me please?

    Where do you save project?
Documents?, or other external disk, or elsewhere on OS partition?
Asking, because you may running into permission matter.
Or try reinstall Unity, if no one will come with better solution.

    Sorry for the late answer.
I've already tried reinstalling Unity. As for project savings I tried both desktop and a folder in local disk (D: ). I tried both those locations with the application in the (C: ) disk and (D: ) disk after reinstall.

For now, I would suggest roll back to previous working version.
Wait for next release and check it then.
Or try beta 2018.3 version, if you have access to.

Do you use Hub by any chance?

Just tried 2018.2.14 version, no changes. Also tried Unity Hub, no changes.
I didn't wanna go for a beta version but I guess I have no choice :/
    Any other suggestions?

Alright just tried 2018.3 version an error window appears after the loading one.
I believe It's probably the same problem, they added an error window.
Still can't figure it out though

What if you try open some existing project?

Did you occur any errors during installation?

    No errors occur during installation.

Actually If I press continue on the error window, It does open the application. I tried saving the project and open it and it opened but I'm afraid that, as the error window says, some packages may miss If i create them. Unfortunally I'm completely new to Unity so I don't know how to test that.

According to you second screenshot, you got something weird going on with path name. Why you have '¥' character, instead '/' ?

The characters is just a little problem my computer has reading them sometimes, it's not really something big.
As for those threads I tried running in administrator and no changes. As for the cache folder, I can't even find it, but I also don't think it would solve the problem anyways since nobody in those threads said they got their problem solved with that solution.

Well, it may be big, if the path can not be found.
But anyway, I am out of ideas.
I suggest you to keep searching forum, with keyword EPERM.
    best of luck.
