Question Is World Space User Interface the Appropriate Method?

Is World Space UI the intended method of this accomplishment? See attached photos to determine if I should be using a World Space UI or if there's a better alternative.

Would it be better to provide an interaction (like left mouse click on NPC) to open a Screen Space UI?
