Question Is Unity hub broken or am I missing something that is allowing me to change versions?

Hi, so recently I was working on another project that required Unity 2019.3.15 outside of my currently usual version Unity 2019.4.31. When I changed the versions, it seems that now; any project I open that uses 2019.4.31 it instead converts them to 2019.3.15 even when I change the editor's version it still opens as 2019.3.15.
Am I missing something here that lets me change the versions of the project? It has been getting frustrating because I am stuck on this version and I really need to get back to my previous version.
