Question is there good 3D character creation programs?

Hello, I've been developing my roguelite 3d mobile game for some time and now I'm on the process of wanted to make my 3D anime-like character for my game but I'm not a 3d artist

is there a platform or program where I can easily develop a mobile friendly 3d anime-like character similar to the pictures below?

can i ask what are the correct terms for these kind of 3d character models? to make the search easier, anime isnt exactly helping, genshin impact characters isnt exactly what im trying to make. just these low-mid quality characters as shown in the pics

i dont want to spend too much time on modeling characters when theres a lot of other things to develop too
