Is there gameservice or something similar for windows?

    Google, there is google play. Apple, there is game center. Does windows have something similar?

    We need it for game login instead of using user/password.

    It depends on which store you're planning to publish your game to. Windows Standalone player has Steam (which has its own user integrations), UWP has Windows Store (where you can add Xbox Live login).
