Question is it possible to make android app for automate another android games?

Well as in tittle I want to make app for to automate popular games. I already have in c# form in windows version,I know appium and selenium for little bit but I think they require server..

My main goal is user can open this app and click on start button and it opens target android app and click or scan image is it possible ?. İf so I will probably make pixelbot in phone.
