I just started my project and I have no idea about networking and I'm wondering if it is possible to make an android multilayer game without paying any money I'm still a highschool student and want to know if it is possible so I can continue and if it is impossible I will find another idea.

Yes it is possible. You'd be creating a LAN game, or need to instruct users to manually set up port forwarding on their home router. Many mobile networks (most? all?) have you behind a NAT, so only provide your phone a private IP address that isn't accessible as a server. So if you want to host a game over a mobile network you need a way around that, which is one reason to use dedicated servers or some of the other network services (which are themselves dedicated servers).

killko4 please just do singleplayer game first. Something very simple but polished. You will have nice finished product, if you will go for multiplayer game there is 99.9% you are not going to finish it anyway.

I already tried creating alot of games from different genres but never completed one and I'm creating this game for the new experience of both multiplayer and android development ,and I would be happy with just a game that I can play with my friends but thank you for your advice.
