Is it easy to develop a painting game within Unity?

    Is it easy to develop a painting game(2d , just like lake-- a wanderful painting game,just for instance:)) within Unity? In comparison with developing in native enviroment of IOS or android,Is there some weaknesses or strengths of development in Unity ？
