I'm wondering since Unity's license agreement prohibits "mixing or co-mingling" of Pro and Personal versions.

    Specifically it says:

Now, our case is us being a company (with Pro licenses) about to develop a game for another company which aims to publish the game as an open source project.
Maybe the first sentence of the agreement does not apply to open source projects (".. on behalf of one entity or individual"), but we need to be sure, since this will become part of the contract.

Will it be okay if we develop a project using Pro versions, which other people (the public) will then continue to develop with mixed Unity versions (mostly Personal, probably)?

I think you should contact Unity directly about this.
