Question Input manager cant recognize controller all buttons?

I have found controller has 19 buttons for input manager. I tested a PC controller and PS5 controller. It doesn't recognize all buttons of the controllers. Why would that be? Those buttons are recognized in the new input system, but it seems rather confusing to use. Is it a bug with the old input manager? I couldnt find anything on the internet about this. Thank you guys.
