I'm going to ask what many are already thinking:

    1) Will final 2018.2 release include improved prefabs in preview/experimental state?

    2) What 2018.2.0 beta version is the current preview based on?

2018.3 has always been the target for the final version. But now having actually used this a bit, I see that you can't really toggle it on or off, so they can't really include it in 2018.2 release as preview..

That's a bummer as I'd love to start building content with this already :) That being said, 2018.3 betas can't be that far off since 2018.2 is getting closer to release already.

The preview build is based on the 2018.2.0b9 build (including a few extra fixes). The new Prefab features will not be part of the final 2018.2 release.

Any chance to have it as a preview package accessible from the package manager instead of a custom build?

No, unfortunately not. The Prefab Improvements change very fundamental aspects of Unity that can't be shipped via a package.
