This looks like a bug on the Unity side. Can you submit a bug report for this issue?

It looks like case 1180774 is still open, and seems to be the one QA is using to track this issue.

Is that I wrote my email incorrectly when I registered some issues and that is why there are some issues that I don't have the number nor can I see them as they go nor track them. Is there a way to see them publicly or know where they are going or an estimated date of when they are fixed?

Ok, please respond to one of the other issues that were closed and method this. We can switch the open bug report to be one with the proper email address for you.

It looks like our QA team could not reproduce this issue. If you are seeing something similar, please submit a new bug report.

It seems that you are using Windows 7. And the problem is that you didn't install the latest .Net Framework.
I installed .Net Framework 4.8 on Windows 7 and then Unity build Android IL2CPP successfully.

    Environments:

    - Windows 7
    - .Net Framework 4.8
    - Unity 2018.4.25f1
