If device is offline, do cached events get sent in background?

In the event of the device being offline while playing a game, I understand that Unity Analytics caches events and then sends them when an internet connection becomes available (as detailed in this thread: https://forum.unity.com/threads/is-...ervice-offline-unreliable-connections.311369/).

... but can anyone tell me if this happens as a background process / service even if the user doesn't re-open the app? Or does it rely on the user re-opening the game before the cached analytics are sent?
