I use Blender3d for my modeling, animating, and other 3d art needs, its difficult to learn but once you get the hang of it its pretty simple. Adobe photoshop for texturing and painting my UV's. Seriously, adobe photoshop is killer cheap now. I'm paying $10 a month (for a year) and got the free upgrade to PS CC 2015 (not much of a difference as far as I can tell). If you don't want to spend any money, I suppose The Gimp could work for 2d art, I've used it before but not for game dev, though I never could make anything really good or interesting imho. For normal mapping try out XNormal, its free and very easy to use!
