Question I want to compress the capacity of a video file on a smartphone terminal.

We are developing with Unity.
I would like to compress the capacity of a video file equivalent to 1GB 1 hour 30 minutes from a smartphone terminal to a video of 300MB or less without audio.
Can we do this if we ignore time and battery consumption?
Or do you know about assets?

I found a paid asset called "FFmpeg Unity Bind", but it seems that support has already ended, so I am not thinking about intentional specifications.
