I believe you need at least 5000 views before you can start earning anything.

No, views generate revenue by 1000 impression. (Cost Per Millis (1000 views)). In this ad network you sould produce at least 5000 views to generate revenue from views according to FAQ. (Frequently Asked Questions)

"I think its because country differences.Prices are not same for all countries in the world, for example you generate 3000 views ; 800 views in tier 1 , 800 views in tier2 , 800 views tier3 , 600 views tier4. In this example non of the tiers generate 1000 views, so how do you think ad network pay for it? When it reaches 1000 views in any tiers you get 6$-12$ according to FAQ"

I think dont worry about the numbers at this time. There are solid examples who used Unity Ads and make money.(Like Crossy Road) So you should drive millions down here or any other ad network to generate real Revenue.
