Question I have a serious problem

    I have to design game by Unity3D, but I have a big problem these days.
    I can't create a 3D/2D project and, I can't open others which I create last few months.

    Here are the problems:
    1. I am a Chinese users
    2. I download the latest Unity Hub version, and download 2019.3.4f1.

    3.When I try to create a New Unity Project and run it:
    The first it shows this:

    and:
    upload_2020-4-9_9-43-6.png
    Then I click "contiue":
    The mad Unity Package Manager Error appear:

    Whether I click retry or contiue, it always pops up the unity packages manager error, which always seems to point to packages.unity.

    I hope that someone could help me! SOS!
