I can't activate Personal license.

I'm going to begin Unity but I can't activate license because of errors.
first error, "Something went wrong" message in Unity hub after "Updating License".
then I tried to Manual Activation. I saved License Request file and uploaded it on https://license.unity3d.com/manual and clicked "Next", "Unity Personal Edition", "I don’t use Unity in a professional capacity.", "Next", "Download License file".
then I loaded the downloaded file "Unity_v2017.x.ulf".
but the message "License file was not loaded" and I can't activate license.
No matter how many times I try, I can't activate.
What should I do to activate license?
Please help me.

I suggest you both contact Support so they can take a look at the generated log files on your machine, as it could be down to hundreds of reasons.
