    This is the example: https://store.steampowered.com/app/1700890/Asteroids_Recharged/

I obviously don't expect someone to deliver me the completed solution, but I'm a bit lost in the art side of game design. I don't really know where to start.

I've only worked with static backgrounds and parallax, but this seems to be a background that occupies all the game level (so really huge) and that it also has an animation constantly playing. Also the animation is a distortion effect that works like a wave.

Any idea on how to start the implementation would be appreciated.

    Thanks!

Your description makes it sound like ripples in water but they put a grid texture on the water instead of a water texture?

Easiest is always to iterate, one step at a time: put a grid on piece of geometry, animate the geometry in Blender, animate it procedurally yourself, etc.
