how to test global pvp server before release the game

    for example i want to simulate game taiwan user vs america user at the pvp server located at japan

    what can i do for that

    What you need, is to simulate a lag. Or otherwise called high ping.
    You could even write own delay, into your application, when testing.

    For lag testing we use clumsy latency simulator

    Google "dummynet".

    But I'm always looking for shortcuts, so myself in the USA just get my Australian gamer friends to test the game.

    Also, some networking API's include features to simulate added latency or dropped packets for testing purposes. They aren't a complete replacement for using an external device or for actually getting far remote testers, but it can still help.
