I am developing a game where the user can download many videos. I wonder what is the best way to protect the video content.
Where should I download the videos?
Is there a way to encript / decript the content?
I just need to make sure that people don't have access to the downloaded videos so they cannot distribute them.

Hmm - users can download videos, but you don't want them to be able to distribute them.
Look into how learning/teaching sites do this. Udemy, Lynda, DigitalTutor do it, however if a user wants to and is motivated enough to capture the content - they will.
The important part is to be able to back up legal action if the content is redistributed. Might look into proper eula contracts, and also what is allowed regarding eulas on the platforms your developing for.

Long story short, you can't do it, as long as the videos are playing on the users side there are so many ways they can capture them and distribute them if they want, the point is (as ANMATOR said) to make them don't want to do it, by law is one example.
