How to make camera overlay effects / special effects?

    Hey everyone, hope you're all doing well. Recently, I've wanted to add a feature to a project/game I'm working on, but I'm not sure about the best way to approach it. The example of what I'm trying to achieve looks something like this:
    (both the screen break and the objection). Does anyone have any ideas about what kind of approach I should take? Should I use a green screen? GIF? Thank you for your time :).
