You need to explain your Question a bit better,

do you want to modify or add a new GUI UI to expand Unitys functions?
Or you just want to create a basic UI on top of your Scene View?

If you want to draw buttons in Editor:

You can use OnSceneGUI. This will draw stuff in scene view when a GameObject with custom editor (with OnSceneGUI) is selected.

You could also use SceneView.duringSceneGui listener to draw GUI stuff in UI, even when GameObject is not selected.

I think you should find some examples with these keywords.
