The title is a bit misleading, so let me explain.

I don't really want a maze, I just want level that has a start and a finish, and you can't touch the walls, otherwise you die. I basically want like a block, but it will have the path cut into it. And either there will be a floor, or it will just be cut right through.

I want to know which 3D program would be best (I'm planning on using blender on all models as I'm already very familiar with it and you don't have to export the models to put them into unity), and what approach would be best (either fastest or easiest. Or both).

For me it would depend on how complex / detailed the path is - if your path is quite simple and consists of lots of straight edges, then it might be best to generate a mesh at runtime based on a number of control points you specify rather than modelling each level, which is very time consuming if you have lots of levels. Of course it all depends on what else you want to do... ie. place lots of objects in the world using the editor, detailed texturing of individual parts of the "maze" etc.

That would also give you the ability to create a level creator yourself.

Otherwise Blender will do just fine for what you want to do - I have used it myself to do something quite similar (a lander style game where I cut paths into asteroids).
